In 2003, Saint Lucia was a small island nation located in the Caribbean Sea. It had a population of around 160,000 people and its economy was largely driven by tourism. The country had adopted a democratic multi-party system but corruption remained an issue. Saint Lucia maintained strong diplomatic ties with other Caribbean nations such as Jamaica and Antigua while it also had close relations with the United States.
